TFM (Total Facilities Management) Consultants International is comprised of a group of power engineering specialists and facilities management consultants with many years of field and management experience in plant operations within pulp mills, the petrochemical and forestry industry, and large building facilities throughout Canada.
Founded in 1997 by Lou Roussinos, PE, TFM Consultants International Ltd has been providing outstanding service for 22 years. We have recently expanded by opening the TFM Learning Centre to better serve our clients, and have many plans for future expansion.
We have developed a comprehensive method to gather data on equipment and systems within your facility through on-site walk-through reviews, informal staff interviews and review of equipment specifications, to produce customized SOP and SWI specific to your facility. These manuals are completed with step-by-step instructions, pictures, videos and training sign-off schedules.
Over the past 22 years, TFM Consultants International have trained hundreds of facility technicians from 5th class Boiler and Refrigeration operators through 1st Class Power Engineers. Our accredited programs are recognized industry-wide for being the best in the Country.

Experience
Mr. Lou Roussinos, who is the founder of our organization, has over 40 years of combined operational, supervisory and managerial roles within the boiler and pressure vessel industry, both in the field of Power Engineering and as a consultant in the private sector.

Mr. Mike Garcia, PE is the CEO of TFM and represents the new generation of consulting power engineers.
Mike began his career in power engineering and facility management in 2002, and now is regarded as a leading specialist and dynamic educator in power engineering and facility management. He now leads workshops and produces services in boiler and power plant operations, large facilities operations, pulp mills, manufacturing, agri-foods, mining, petrochemicals and the forestry industry across BC and Canada.
Mr. Aaron Bailey, Driven Professional Development Coordinator with over 15 years in the power engineering industry, from Ice Rinks to Boiler Plants, and a lifelong enthusiast of mechanical systems especially refrigeration and boiler plants.
With my unique perspective of visiting many different types of boiler and refrigeration plants throughout the province, this in turn has allowed me to appreciate how various plants operate and are maintained.
My professional background is in Ice Rinks and Cold Storages, from operating Zamboni’s to maintaining large freezer cold storages as a Chief Engineer. I’ve seen many years of experience and had the privilege to work directly with many highly experienced and qualified individuals. This has led me to my current experience in the field.
Mr. Jubin John, M.E.M,I.B.M, B.Eng, Jubin Parappadiyil John is an accomplished Operations Professional with a wealth of experience in management and tactical business leadership. As the Business Operations Manager at TFM Consultants International, Jubin is responsible for a large team of engineers, recruiting, selecting, training, scheduling, and coaching them to achieve optimal results. He communicates job expectations, plans, and monitors job contributions, prepares, and completes action plans, implements productivity, quality, and customer-service standards, and resolves problems, among other responsibilities.
Jubin is a strong operations professional with many years of management experience. He has a Master’s degree in Engineering Management from the University of Wollongong and an International Business degree from Thompson Rivers University. With his expertise in business administration, change management, and achieving optimal results with competent planning, organization, and solutions-oriented approach, he drives business growth, profitability, and strategic alliances. As a diplomatic leader and analytical thinker, Jubin inspires and cultivates productive working relationships with employees and partners alike.
